As discussed in gentoo-dev and retirement mail alias, utf8 herd looks dead, seems that most of them are obsolete or should probably be handled by package maintainers instead of a different herd. 

Retirement team will, for now, drop it from metadatas and herds.xml, assigning to infra as maybe anything else needs to be handled to remove it completely

I disabled the utf8@g.o mail alias and locked the associated bugzilla account. Nothing else from what I can see.
