Removing stablereq keyword, amd64 and x86 arches (not a stabilization bug), changed importance to something more sane and make it block the bug that needs to be blocked.

Yeah, it's a very common error for haskell packages: bug #341795.
It needs to be solved across the whole haskell subtree.
