Bug 398527 – net-misc/wget-1.13.4-r1 should DEPEND on dev-util/pkgconfig

on a freshly installed gentoo stage3 `emerge wget' will fail with autoconf because pkgconfig is missing.
happened while trying to `emerge --update --newuse --deep --empty world'
tried manually afterwards with same results
emerging pkgconfig will fix this.
