The patents for the IDEA algorithm have expired:
- in Europe on 2011-05-16
- in the U.S. on 2012-01-07

So the $(use_ssl !bindist idea) conditional in src_configure is no longer necessary and could be replaced by enable-idea.

The flag's description in metadata.xml should be updated accordingly.
