The dependency comes from using perl-module.eclass, and is fixed by adding
  GENTOO_DEPEND_ON_PERL=no
before the "inherit" line (see, e.g., the pidgin ebuild), or by getting rid of perl-module (see, e.g., the unstable graphicsmagick ebuild).
