Version bump for dev-libs/quantlib  Most recent ebuild is now a few versions out of date.  New bump is current release of the library.

Renamed ebuild for 0.9.7 and tested on i686 and amd64.  Merged just fine.  No other modifications.

Reproducible: Always

Steps to Reproduce:
1.emerge -av quantlib
2.???
3.Cliche joke!
Actual Results:  
package merged just fine

Expected Results:  
package merged just fine
