the given url in the given ebuild has a wrong download-url, no file to be found there.
instead there is a link to the mirrors, so you need to download from one of their mirrors, i.e. ftp://ftp.apache.de/mirrors/dev.apache.org/dist/xml/fop/fop-0.20.5-bin.tar.gz

Fixed SRC_URI.	This one uses the mirror://apache/xml/fop/fop-bin-xxx.tar.gz
