Timezone-data has been updated to sys-libs/timezone-data-2011l in stable branch. But it contains wrong timezone for Europe/Kiev. Current timezone is EET (GMT+2) but in timezone-data-2011l it set to FET(GMT+3).

Reproducible: Always

Steps to Reproduce:
1. emerge --sync && emerge -uDavN world :)

Actual Results:  
Timezone for Europe/Kiev sets to FET

Expected Results:  
Timezone for Europe/Kiev must be EET

try 2011m.

In particular, the typos in comments in the data (2011-11-17 should have
been 2011-10-17 as Alan Barrett noted, and spelling of Tiraspol that
Tim Parenti noted) have been fixed, and the change for Ukraine has been
made in all 4 Ukrainian zones, rather than just Kiev (again, thanks to
Tim Parenti, and also Denys Gavrysh).
