Hi there.
There was a bug report recently to add a keymap for dvorak/russian here:
https://bugs.gentoo.org/show_bug.cgi?id=361043

That was done, but apparently incorrectly: it currently installs on my systems as compressed into gzip twice, so I have to gunzip it and add ".gz" extension to solve the issue.
