nah, pure runtime -only dependencies don't belong in as an USE flag. it's a separate package, not part of Thunar's release cycle. you simply 'emerge thunar-volman' if you want it. if you wanted the error message to be more suggestive, like "Please, install thunar-volman." I suggest you move this to http://bugzilla.xfce.org/ instead so Thunar developers can change it.
