Bug 387279 – dev-vcs/subversion-1.6.17-r6 and later init scripts fail with baselayout-1

I am still running baselayout-1 (specificaly 1.12.14-r1)
Updating subversion (from 1.6.17 to 1.7) result in the init script failing to start the server.
This appears to be due to a change in the init script (from 1.6.17-r6) to use the 'user' option of start-stop-daemon rather than the 'chuid' option.
However, the baselayout-1 version of start-stop-daemon doesn't appear to understand this.
Editing the initscript to use 'chuid' instead of 'user' fixes it.

Should these later versions of subversion not have a dependency on baselayout-2 ?

Steps to Reproduce:
1. be using baselayout-1.12.14-r1
2. emerge subversion
3. /etc/init.d/svnserve start

Actual Results:  
 * Starting svnserve ...
/sbin/start-stop-daemon: user `svn:svn' not found

baselayout-1 isn't in the tree any more, so sys-apps/baselayout (which is in the system set) is equivalent to >=sys-apps/baselayout-2.

In other words, everything already implicitly depends on baselayout-2.
