if one tries to compile kdevelop-2.1.5 it will fail at the configure stage, unless kdelibs have been installed by hand beforehand. the same goes for arts, but then again arts is a dependency of kdelibs and should be automatically installed once kdelibs has been added to the dependency list of kdevelop.
I am aware that there has already been a discussion around about removing loads of dependencies from kdevelop, so there were probably too many dependencies removed.
BTW: One can remove arts safely AFTER compiling kdevelop, it will still work (or I have yet to encounter problems)

Steps to Reproduce:
try on a system without kdelibs!
1. emerge kdevelop

Actual Results:  
an error message, complaining about missing kde libraries:
checking for KDE... configure: error:
in the prefix, you've chosen, are no KDE headers installed. This will fail.
So, check this please and use another prefix!

if kdelibs is installed, but arts isn't installed it will produce this message:

kdevelop has kdebase and kdelibs as a dep.
