Proposed ebuild for tp_smapi-0.41

A new fork of tp_smapi is being developed at the URL above; this is because the existing version hasn't been modified since 2008. Version 0.41 fixes all the bugs which we already patch, as well as Bug #375697. Debian has already included version 0.41 in their unstable branch (see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=628829), and since I think future development will take place here, it's where we should be.

I have included an ebuild to use this new version; note that it depends on tp_smapi-0.41-confd and tp_smapi-0.41-initd existing in the files/ directory. These are simply copies of the tp_smapi-0.40 equivalents.
