Following bug #13838 rpc.rquotad is no longer provided by nfs-utils but instead from quota package. This is correct, however nfs conf.d file shows this lines:

# OPTIONS to pass to rpc.rquotad
# ex. RPCRQUOTADOPTS="-p 32764"
RPCRQUOTADOPTS=""

The problem is that rpc.rquotad from quota does not support -p flag :( and there should
not be a reference to rpc.rquotad unless nfs-utils DEPENDs on that.
