Prowl (www.prowlapp.com) is a service to send push notifications to iOS devices. CProwl (for which this ebuild is provided) is a tool to generate these notifications.

didn't declare a dependency in the previous ebuild...cprowl needs libcurl with SSL support

It's been available through layman for a while:

layman -f && layman -a salfter

Upstream hasn't been updated in about 6 years...probably still works, but I'm mostly on Android devices these days and haven't had this installed in a while.
