What is meant with permissions? It is right now:
<digest type> <digest> <file name> <file size>

No, you can only view the Changelog, if you upgrade. A version of 
gnumeric must be installed and a new version must be available.

Thanks. The ChangeLog stuff was already updated, but the Manifest information was indeed wrong.

I've updated the documentation in CVS.
