when chromium is launched, it fails due to missing shared object file libicui18n.so.46:

$ chromium
chromium-browser: error while loading shared libraries: libicui18n.so.46: cannot open shared object file: No such file or directory


Reproducible: Always

Steps to Reproduce:
1. open xterm
2. type chromium
Actual Results:  
chromium fails to launch. an error is thrown instead:

$ chromium
chromium-browser: error while loading shared libraries: libicui18n.so.46: cannot open shared object file: No such file or directory



Expected Results:  
chromium launches

A newer version of the library exists on my machine:
