If you update to the latest stable dev-libs/icu, libraries depending on it (use flags "icu" enabled) do not update. The worst resulting in dev-libs/libxml2 not finding libicuuc.so.46. Lot of apps depends on libxml2. And a mention to libreoffice.
emerge world breaks to most of the time. Re-emerging libxml2 first and everything else after worked, a revdep-rebuild put the system again on rails.
