x11-apps/xprop-1.2.1 needs at least x11-proto/xproto-7.0.17, but seems to depend only on x11-proto/xproto

Reproducible: Always

Steps to Reproduce:
1. have <=x11-proto/xproto-7.0.16 installed
2. emerge x11-apps/xprop

Actual Results:  
checking for XPROP... configure: error: Package requirements (x11 xproto >= 7.0.17) were not met:

Requested 'xproto >= 7.0.17' but version of Xproto is 7.0.16

Expected Results:  
Package should pull in the required dependency

Confirmed, it doesn't depend on xproto at all.

It's a new dep in xprop-1.2.1 introduced by

commit 1f20efb09b0d437e0618b7588212e2e0b9ffd3b2

    Use _X_NORETURN from xproto 7.0.17 instead of local check
