In busybox-1.18.4, where devfs features were said in Changelog to be removed, CONFIG_FEATURE_DEVFS is still enabled in the default configuration (without the savedconfig USE flag).

Reproducible: Always

Steps to Reproduce:
1. Emerge busybox with USE=-savedconfig (default).
2. dd if=/dev/zero of=image bs=1M count=32
3. mkfs.ext2 -F image
4. mkdir mountpoint
5. mount -o loop image mountpoint
Actual Results:  
mount: can't setup loop device: No such file or directory

Expected Results:  
(no output)
