With "foreground = yes" stunnel version 4.35 fails to establish connections.  I masked this version, re-emerged (which installed 4.33) and the problem went away.  I've seen this bug reported elsewhere:

Perhaps 4.35 should be masked?

Probably, can you test 4.36 and see if the problem still exists? I'm going to try and get 4.39 in portage soon so you might try manually bumping it yourself and see if that fixes the problem too.

Cleaned out all the old ebuilds. This should be fixed with 4.44.
