We need to inform the users what USE flags are available to use. We can't simply point to the online version as not all people have a working I'net connection at that time. I propose to have the user read /usr/portage/profiles/use.desc which is (iirc) always available, wether the user uses "emerge sync" or a snapshot from the LiveCD.
