Sometimes the attachment description is redundant – or in the case of the bugs I file, it is less informative than the attachment's basename. It would be nice to just skip over filing the field, and get Bugzilla to default to the file's basename as uploaded instead.

The API exposes this as required field. Falling back to filename would change that property. Going with WONTFIX here.
