app-emulation/qemu-kvm has rbd, spice, and xen USE masked because the depends aren't met. Normally I would wait to bump until I get confirmation that these depends would work on an arch but the bump is for a security fix.

rbd -> sys-cluster/ceph
spice -> app-emulation/spice
xen -> app-emulation/xen

Please confirm or deny these depends work and keyword them as such on your platform. They you can remove the USE mask from profiles/arch/powerpc/package.use.mask
