After complete install, boot hung at 'mounting proc on /proc' init step.  After the fact, I discovered that /proc did not exist.  Did 'mkdir /proc' from chroot environment, then rebooted.  This time boot was successful.

Steps to Reproduce:
1. untar the stage1 for 20031228

Actual Results:  
no /proc directory

Expected Results:  
/proc must be present or boot hangs after starting init when attempt to mount
proc on /proc.

new install for 2004.0 testing
