app-text/txt2man is only required to rebuild the man page. Not only is it unnecessary for a released version of prll, rebuilding is not done in the ebuild anyway.

prll-0.6 runs in other shells than bash and zsh, so the DESCRIPTION is no longer accurate. A suggestion:
DESCRIPTION="A utility for parallelizing execution of shell functions"
