I cannot update to the latest portage version without accepting masked packages:



Reproducible: Always
Steps to Reproduce:
1. emerge sync
2. emerge -pvu portage


Actual Results:  
These are the packages that I would merge, in order:

Calculating dependencies   
!!! all ebuilds that could satisfy "portage" have been masked.
