When updating to KDE 4.6.3 I found that the glib-networking package was blocking kdelibs, so I unmerged glib-networking and the KDE update completed.  But since glib-networking was required by a package I need (clementine), I couldn't reinstall it.  I found that by adding -libproxy to package.use I was able to merge it again.  The libproxy flag was enabled by default; I just had to turn it off.

Steps to Reproduce:
1. Update KDE to 4.6.3
2. Emerge glib-networking with libproxy flag
Actual Results:  
Emerge fails with a BLOCK

Expected Results:  
glib-networking would emerge
