this is an enhancement to the existing numeric ebuild. this new ebuild
makes use of the existing 'atlas' flag to give the user an option to compile
numeric based on the atlas and lapack library.

isn't numeric/numarray always maintained by python? i have no problems with it remaining maintained with the python herd. (or am i reading this bug wrong?)

Don't know how you read the bug, Alastair and I don't want to step on anyones toes, but this bug is open since ages and mainly the sci apps are using/taking advantage of numeric/numarray (+lapack), so I thought the scientific herd would be interested in some sort of (co-)maintainership (that's why I cc'ed them to Bug 64033).
