Flat copy of Bug 360067 - app-accessibility/speechd init.d script needs non-existing festival init script...

Also app-accessibility/speech-dispatcher-0.7.1-r1 installs init script that

depend() {
    need festival
}

However festival init script has been dropped in app-accessibility/festival-2.1
per bug #357381.

This version of speech-dispatcher does not install an init script.
