app-emacs/psql should be removed from the tree.

The source itself hasn't been updated in 12 years, the ebuild improperly requires dev-db/postgresql-server when only dev-db/postgresql-base is necessary, and Emacs ships with an SQL mode already that is superior. (sql.el)
