grub2 use (debian style) /etc/default/grub for configuration.
Here are patch and configuration file to use gentoo style configuration

Please attach unified diffs (diff -u) when you did changes to an ebuild. That would be much more handy for our devs.

coming from #359365:
I must agree with spanky here, gentoo conf.d is supposed to be only for init.d scripts (according to http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=2&chap=4#doc_chap3 and my memory), so I guess the place to put it might still be up to debate.
I think /etc/default should be fine, as both fedora (check http://koji.fedoraproject.org/koji/buildinfo?buildID=186276 ), debian and arch use that. (petition to reopen)
