Why?
So... squid is sooo big and havy, that if reload him with any edition of conf file it is very bad...
squid have -k options wich can do this

The option "reload" reloads the config-file without restarting the whole squid.

Umm, this is already in CVS.  Please check the Portage tree before submitting patches.

Also, do NOT attach full files in the future.  Generate a patch with diff -u instead.
