Are you installing -9999 for the first time or were you rebuilding it? Actually this's reproducible for a long time, as a result I downgraded to 1.10.0, then today, (after weeks), I tried to rebuild it. Honestly, this issue looks very strange to me. Hmm what version of util-macros do you have on the system? Its not installed. So that should be added as a bdep. Not possible as the eclass explicitly states it to put into depend everytime for all inheriting live ebuilds plus anything that specifies XORG_EAUTORECONF.
