at the command line :

tfoerste@n22 ~ $ man shutdown
Error parsing *roff command from file /usr/share/man/man8/shutdown.8.bz2

(package sys-apps/sysvinit-2.88-r1) and upstreams thinks it is rather related to Gentoo :

that isnt coming from groff, it's coming from man.  the man package doesnt support the directive sysvinit is using.  seems that this is man-db specific.

easy to see that same output occurs with groff-1.20*, and before groff is executed (strace it).
