Probably due to this line in the ebuild:
39:   cp -r "${S}"/completions/* "${ED}"/usr/share/bash-completion/

It looks Diego fixed issue ( http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/app-shells/bash-completion/bash-completion-1.3.ebuild?view=log ) but didn't bumped up version and didn't check buzgilla's entries :/
