some people use wicd without dhcp end only with "fixed" ip.

I think is useful add use dhcp or similar ad put it by default with +

example:

IUSE="+dhcp"


In this way, it will be all as usual, and people who do not want dhcp, simply use package.use

This is quite cosmetic and will require patches.  Do you have any suggestions what this USE flag should do?  Wicd's build system does not support removing dhcp support, I think.  This means that there will still be all the dhcp relevant options visible in the GUI.  It's probably not worth the effort. 
Please reopen with patches if you desire.
