Template-Latex no longer exists on CPAN and instead is replaced with Template-Plugin-Latex 

Both are shipping the same files and produced by the same author.

Its been called "Template-Plugin-Latex" since 2009, so what is currently in Gentoo is well outdated.

It's on our list of outdated CPAN packages <http://www.gentoo.org/proj/en/perl/outdated-cpan-packages.xml>.

Yet nobody found the time to fix it, add the new dependencies and what else is needed.

Maybe time to test the current version in the tree and remove it completely if necessary?

dev-perl/Template-Latex moved to dev-perl/Template-Plugin-Latex

now the update is just a version bump
