mail-client/thunderbird fails to build with the message "python_set_active_version() can be used only in pkg_setup() phase" (see below for the full build log). 

Reproducible: Always

Steps to Reproduce:
1.emerge thunderbird
2.
3.

Actual Results:  
Fails with the aforementioned error message. 

Expected Results:  
Compiles successfully.
