There is no xorg-server version that uses hal in stable v(1.9.2/1.9.4)(1.7.7-r1 is masked). Besides that the guide only implies that using hal is the only way to configure the X server (and those portions could be stripped out in due time). On top of that the guide dosent even show how to configure the keyboard layout in a hal-less setup.
