I have attached an ebuild for mkDoxy, which is a program that generates HTML documentation from a Makefile, just as Doxygen does for C[++] source files. The homepage is: 

http://sourceforge.net/projects/mkdoxy/

I suggest that it be placed in app-doc/mkdoxy. The dependencies are: Doxygen and Perl 5.

Hi nerdboy, can we keep this with doxygen in dev-tools maybe ? It's really the same sort of thing. Thanks.

Yes, it is exactly the same sort of thing as Doxygen. It really just extends Doxygen's capabilities. In fact, I may look at trying to get it into Doxygen proper sometime in the future.

Sounds like a good fit to me, but I won't be able to get to much for a couple weeks (crap-load of work plus proposal).  Feel free to move on it sooner if you want :)

Sorry I forgot to tell you, but app-doc/mkdoxy is in portage now (~x86).  Give it a whirl...

Give me some feedback and I'll close this sucker.
