The download fails as it appears the zip file is no longer hosted on LSI's site:

I found a single lone copy on a russian server:
http://gentoo.nix-files.org.ru/distfiles/4.00.11_Linux_MegaCLI.zip

Dropped it manually in distfiles and the emerge completed successfully.

Since I can't find it on the upstream site I'm going to just remove the ebuild and considered it fixed when I add the latest version from #337560. No way I'm going to put the SRC_URI as some random site.
