Same thing as http://bugs.gentoo.org/show_bug.cgi?id=18125 ; the ebuild in the tree is too old, the src isn't even mirrored on CPAN anymore.
Only versions on CPAN are 1.27 and 1.28.

Steps to Reproduce:
1. emerge dev-perl/URI




I've tested 1.28 already, haven't had any issues.  Basically just need some version bumpage..

Closing this bug out, I have another bug filed w/ a list of all stale dev-perl packages- w/ this particular one included.
