Well, for the moment it seems a natural block is missing:
dev-libs/pwlib is a renamed, more recent version of net-libs/ptlib.

Thank you for report. The blocker is in place, but due to bug 353182 (where I have not revbumpted ptlib, my bad, but now it's too late) you need to rebuild ptlib.
