emerge process cannot be stopped by Ctrl-C while fetching some file.

Reproducible: Always

Steps to Reproduce:
1. Start emerge some big package.
2. During fetching of some source file press Ctrl-C to break emerging.


Actual Results:  
Download is restarted:

Exiting on signal 2

Even if I try to terminate foreground fetching it doesn't stops. Sync like wged does not receive signal.

This seems to fix it:

I tested it by using an empty DISTDIR and setting FETCHCOMMAND="sleep 1000" in make.conf.

This is fixed in 2.1.9.36 and 2.2.0_alpha20.
