The intended fix may be to remove polkit-kde and install polkit-kde-agent instead. That's what seems to solve the issue here. I guess polkit-kde-agent replace polkit-kde. It would be nice to have some info about this (if above supposition correct) when emerging or maybe in kde howto. Proper blockers have been added to polkit-kde. Maybe we should add this info somewhere in the upgrade docs. Nothing to do here anymore. Without changing this status I like to mention,
this blocking still exists on PPC as long as sys-auth/polkit-kde-agent doesn't get the ppc keyword -> KDE-4 stable is not possible on PPC
