Building PyQt-4.8.2 or 4.8.3 with the declaraticve use flag fails:

I'm sorry, i correct the summary. It seems that the declarative use flags is not the problem but i can't build PyQt-4.8.3 anymore and I don't know why because i've done it this morning without problem.

You shouldn't set PYTHON_CFLAGS anywhere. It's an internal array of ebuilds.
