www-apps/mythweb-0.24 version bump

This goes along with the other MythTV bump requests

Updated for git

Moved to EAPI4 to support symlinks within the skins directory.

Added a warning to modify php.ini to support thumbnail generation.

In its current form, this is dependent on bug 347750.
