the gtk3 USE cant aktivate anyways

you are misunderstanding the mean of use flags for this in the overlay.

the gtk3 use flag is masked and there is no need for other USE flags. USE=gtk3 is most likely a leftover from the "pre-policy for gtk3 times".

If you don't know what that means, please don't use the overlay, you are not ready to handle what it means for day to day use.

Closing invalid since this is actually the intended behavior.
