You are trying to pull packages offered from our source mirrors via rsync from our portage mirrors. Source mirrors are not required to provide rsync, and many of them don't because of the added load to the server. The mirrors in the rsync.gentoo.org DNS are used for portage: whenever you do an "emerge sync" portage will rsync your local package tree with the package tree on our mirrors.
